Financial Planning Standards Board Ltd., a Delaware-based corporation being formed to oversee the global development of CFP certification, today announced John Carpenter of Calgary as its 2003 chairman.

The FPSB also announced Maureen Tsu of California as its 2003 chair-elect, and Noel Maye of Colorado as its CEO.

These decisions were among several taken during the inaugural FPSB board of directors meeting on January 7-8 in Denver as part of ongoing efforts by the CFP Board of Standards, Inc. and its 16 international affiliates to restructure the international CFP certification program.

“I am honoured to have been chosen to lead the Financial Planning Standards Board and to take CFP certification to its next stage of evolution internationally,” said Carpenter.”

Carpenter is past-chair of CFP Board’s Canadian affiliate, Financial Planners Standards Council, and is currently executive director and CEO of Certified General Accountants Association of Alberta, a position he has held since 1995.

Prior to his involvement with CGA, he spent 20 years with Canadian Imperial Bank of Commerce and earned his CGA designation in 1987. Carpenter served as a Canadian delegate to the International CFP Council from 2000-2002, chaired its Finance Committee from 2001-2002, and was a member of the CFP Board/International CFP Council joint task force working on international restructuring.

Rounding out the nine-member FPSB Board of Directors are: Elaine Bedel of Indiana; Joanne Bickel of Connecticut; Louis Garday of Colorado; Raymond Griffin of Australia; Timothy Kochis of California; Nicolas Koechlin of Switzerland; and Ian Middleton of South Africa.

Other topics discussed at the January meeting were board governance policies, FPSB financing strategies, standards development and assessment tools, FPSB committee structures, the role of FPSB’s advisory council (formerly the International CFP Council), and 2003 meetings.
