The Ontario Securities Commission (OSC) Tuesday appointed three new commissioners, and re-upped three existing commissioners for another tour of duty.

Two of the new commissioners — William Furlong and Timothy Moseley — hail from the banking industry. Furlong is a bank executive with extensive capital markets experience at both TD and CIBC, including expertise in asset-backed securitization, structured derivatives and the governance of trading businesses. Moseley was senior vice president and chief compliance officer at CIBC; and, he also has more than 20 years of experience in securities litigation, including a stint at the OSC, and in private practice.

The third new commissioner, Janet Leiper, is a lawyer, with more than 25 years of legal and regulatory experience, including time spent as both a prosecutor and defence counsel, and as an adjudicator. She also recently served as integrity commissioner for the City of Toronto.

All three will serve a two-year term, effective Jan. 28. “Our newly appointed commissioners bring unique and specialized expertise, which will help the commission in the effective regulation and oversight of today’s increasingly complex, sophisticated and interconnected capital markets,” said Howard Wetston OSC chairman and CEO.

The OSC also re-appointed three of its commissioners — Deborah Leckman, Alan Lenczner, and AnneMarie Ryan —to further two year terms.

The appointment of one of the OSC’s two vice chairs, Jim Turner, is set to expire later this month. He is expected to retire. At this point, a replacement has not been named.
