The International Organization of Securities Commissions (IOSCO) has appointed an executive with the U.S. Financial Industry Regulatory Authority (FINRA) as the new secretary general of the umbrella group of global regulators.

Paul Andrews, FINRA vice president and managing director of international, succeeds David Wright as IOSCO’s new secretary general. He will start his three-year term in March 2016.

Commenting on the appointment, Andrews said that he intends to work with IOSCO’s board on three key themes: strengthening the group’s position as the international standards setter for capital markets; enhancing cooperation among regulators and other standard setting bodies on supervisory and enforcement issues; and pursuing global solutions to common regulatory problems.

At IOSCO, Andrews sits on the Regulatory Advisory Committee of IOSCO’s Affiliate Members Consultative Committee (AMCC) and chairs the AMCC Task Force on Risk. He is also chairman of the International Forum for Investor Education (IFIE), which is a global organization focused on improving investor education.

Prior to joining FINRA, Andrews spent eight years at the U.S. Securities and Exchange Commission (SEC) in the market regulation division and the general counsel’s office.
