Toronto-based C.D. Howe Institute on Tuesday announced the appointment of Mark Zelmer, former deputy superintendent, Office of the Superintendent of Financial Institutions (OSFI), as a senior fellow.

“Mark is one of Canada’s leading financial sector policy thinkers,” says William Robson, president and CEO of the C.D. Howe Institute, in a news release. “We’re extremely grateful to have him as an advisor to the research program.”

Zelmer has more than 30 years of experience dealing with financial sector policy and regulatory issues. He was formerly an assistant superintendent and deputy superintendent of financial institutions at OSFI. Prior to that, he worked for the Bank of Canada and the International Monetary Fund.

Among his many accomplishments, Zelmer was an active contributor to the global regulatory reform agenda in the wake of the financial crisis, including the development of a new capital adequacy regime for global banks, known as Basel III. At the Financial Stability Board (FSB), he co-chaired its work on structural vulnerabilities associated with the global asset management industry.
